The building, its architecture and its owner
The design was produced by the Space Group Architects practice; the building is shaped like a fluttering flag of Kazakhstan and takes its name from the view over the Park of 28 Panfilov Guardsmen, which it faces. Construction began in 2006; market descriptions and the business press give 2009 as the completion year, while encyclopaedic references give 2010.
The areas: 22,108.8 sq m in total, 16,398.8 sq m lettable, with a typical floor plate of about 1,052 sq m. The ceiling height is 2.9 metres — lower than in buildings put up in Almaty after 2018, and it is noticeable in an open-plan layout with tall partitions. Seismic resistance is stated at 9 points.
The owner is Global Development LLP, part of the Verny Capital group; the same portfolio contains Talan Towers, PRIME Business Park and Pine Office Park. Technical operation has been handled since 2019 by Lynks Property Management, and the brokerage representation of the property has been given to an external company. For Almaty this three-tier arrangement — owner, technical management company and external broker — is more the exception, and it means the building is run as an institutional asset.
Green certification and what it gives a tenant
In 2015 the building received the BREEAM In-Use certificate — the first in Kazakhstan and Central Asia. The assessment was carried out by Drees & Sommer, a licensed BREEAM assessor. The sources disagree on the date of the initial certification: the BRE Group press release gives 9 April 2015, Forbes Kazakhstan gives 12 March 2015. The initial assessment under the Building Management section was “very good”.
At recertification in 2019 the Building Management section was raised to “Excellent”, the Asset Performance section received “Very Good”, and the final score was 62.3%. Separately, in March 2018 the building became the first in the country to receive the national OMIR green certificate. The property has also been named the best Class A office property in Kazakhstan at Commercial Real Estate Week 2014, took a Kazakhstan Green Awards 2014 prize and came second in the public vote at the BREEAM Awards 2019.
For a tenant this is more than a line in a presentation. BREEAM In-Use assesses energy consumption, air exchange, water use and waste handling — that is, parameters that feed directly into service charges and into how people feel by the end of the working day. Companies with a corporate ESG policy separately value being able to cite a confirmed building certificate in their own reporting.
Who leases space here
The tenant mix of the building is international and stable over time. In 2013, when IBM was moving in, occupancy stood at 81% and the list of residents included Beeline, Kazakhmys, White & Case, DuPont, Visa and Lukoil. According to later data from the Kazakhstan Green Building Council, Starbucks, Toyota Motor Kazakhstan, H&M, Fujitsu, McKinsey & Company, Total Marketing Services and Kazzinc worked in the building.
Listed at the address are L’Oréal, Mars Kazakhstan, Dassault Systèmes, ForteBank and BASF Central Asia. The Consulate General of France is located here as well. An important caveat: the companies listed relate to different years, leases expire and are renewed, so the current line-up of neighbours should be checked separately — but the resident profile is clearly visible.
Who this suits: representative offices of international groups, consultancies, law and finance firms — that is, businesses where the address and the quality of the building are part of the price of the service and where the client comes to the office for a meeting.
Location and transport
The building sits in what is known as the “golden square” — the historic central part of Almaty with a dense concentration of banks, restaurants and representative offices. The nearest metro station is Zhibek Zholy, about ten minutes on foot (some 610 metres in a straight line). This is a rare case for business Almaty where the metro genuinely works for daily staff journeys rather than appearing in the description as a formality.
The nearest surface transport stop is Arasan Wellness Complex, 77 metres away; there are also stops on Kunaev, Gogol, Tolebayev and Tole Bi streets. Among the surroundings the sources name banks, cafés, shops, a pharmacy, a hospital, a hotel and a beauty salon, as well as the Arasan wellness complex itself — so lunch and everyday errands can be covered without getting into a car.
What to look at when choosing a unit
Parking is the tightest parameter of the building. Market descriptions give 16 surface and 80 underground spaces, while the materials of the owner say “100 spaces”. For 16,398.8 sq m of lettable space that is not much, so the number of spaces allocated to a unit needs to be discussed first and recorded in the lease rather than in correspondence.
The second point is climate control. According to the catalogues, the building has natural and supply-and-exhaust ventilation with local air conditioning, that is, the system is not central. In practice that means individual indoor units inside the space: check who is responsible for servicing and cleaning them, whether that is included in the service charges and whether you have the right to change the settings without approval.
The third is the ceilings. At 2.9 metres the height is workable but not generous: with dense occupancy and suspended light fittings it is noticeable. If the unit is to have meeting rooms with full-height glass partitions or a server room with a raised floor, check the levels before the design starts, not after the layout has been approved with the management company.
